Civil lawyers, commonly known as litigators, are lawyers hired to pursue or defend a non-criminal lawsuit in a court of law.

Law can be divided into two area, civil and criminal.  Generally speaking, if a matter is not a criminal matter, then it is a civil matter. Police enforce criminal law, they do not enforce civil law.  For example, if someone owes you money for an unpaid bill the police are not going to collect your money for you, that is a civil matter.  However, if someone stole money from you that is a crime and the police will get involved.

For example, if individuals or companies disagree over the terms of an agreement, or who owns land or buildings, or whether a person was wrongfully dismissed from their employment, they may file a lawsuit asking the courts to decide who is right.
